Job Overview:
The Ohio Department of Medicaid (ODM) is seeking an experienced Contract Administrator with a focus on system integration to manage the lifecycle of contracts for the Ohio Medicaid Enterprise System (OMES), ensuring compliance, efficiency, and alignment with business objectives. This role involves overseeing contract performance, coordinating stakeholder communication, ensuring that delivery of contract responsibilities meets federal, state and agency requirements, managing change processes, approving invoices, and identifying opportunities to optimize contract utilization. As the Senior Manager - OMES Contract, your responsibilities will include:
Collaborates with internal and external stakeholders to align on contract performance and address any issues. External stakeholders will include vendor executives, senior leadership in sister agencies, and other public forums
Formulates and implements program policies and procedures to ensure compliance with state and federal Medicaid regulations, effective service delivery, and alignment with agency strategic goals
Monitors contract compliance, ensuring vendors meet service levels, performance metrics, and Maintenance & Operations (M&O) responsibilities, and address any non-compliance or performance issues
Oversees system integration efforts, reviewing vendor work to ensure alignment with technical requirements, timelines, and contractual obligations
Oversees change management processes, including approval and implementation of contract modifications
Manages contract budgets, monitors financials, and oversees invoice review and approval to ensure alignment with contractual terms
Monitors and ensures the timely delivery of contract deliverables, ensuring alignment with project timelines and overall objectives
Provides regular updates to leadership on contract performance, system integration progress, risks, and status
Interprets federal & state laws & regulations to ensure contract compliance
Reviews & interprets policy & procedures & recommends modifications to the contract and/or the policy. Establishes procedures/guidelines to help standardize policy across projects, and agencies and makes recommendations for modifications between systems
Makes project presentations to organization/executive management to assist with contract negotiation/change (e.g., cost, assignments, objectives) within project

Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; 36 mos. exp. in planning & administering health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).
